Judge Rules Elba Woman Incompetent to Stand Trial in Winona County Shooting Case

A judge has ruled that an Elba woman accused in an August shooting incident is incompetent to stand trial, according to Minnesota court records.

The ruling, issued Monday, concerns 65-year-old Ava Kock, who was arrested on charges including attempted murder after shots were fired at an apartment complex on South Main Street.

Authorities said a 34-year-old woman reported that someone fired multiple rounds, with at least two bullets striking her vehicle. She was treated at a hospital for non-life-threatening injuries, possibly from shrapnel.

Investigators confirmed that Kock and the victim know each other, though there is no record of prior altercations between them.
