At its Nov. 14 meeting, the Saint Paul Planning Commission took up several agenda items focused on development, procedural improvements, and adaptive reuse of historic properties—including a proposal to convert a well-known Summit Avenue landmark into a retail space.
A conditional use permit request (Case No. PEDCUP-000157-2025) seeks approval to allow Leaflet Missal, a religious goods retailer, to operate on the main level of the former archbishop’s residence at 226 Summit Avenue. The structure, long considered a part of the city’s historic fabric, sits within District Council 17 in Ward 1.
City Planner Kady Dadlez (651-266-6619) is the primary contact for questions and public input regarding the proposed transformation. Residents and business owners have expressed both curiosity and caution as the city weighs the impact of introducing retail activity into the historic property.
The meeting also included presentations aimed at strengthening Saint Paul’s planning systems. Yasmine Robinson (651-266-6642) delivered an informational briefing on efforts to improve the city’s planning process, while Bill Dermody (651-266-6617) outlined features of PAULIE, Saint Paul’s updated licensing platform designed to streamline administrative functions.
