Minnesota faces crackdown on 'illegal' foreign CDL issuances

Minnesota is facing increased federal pressure over allegations that the state illegally issued commercial driver’s licenses (CDLs) to foreign nationals. U.S. Transportation Secretary Sean Duffy claims that one-third of Minnesota’s CDLs were issued unlawfully, including licenses granted to individuals from El Salvador, Somalia, and Ukraine whose legal work authorizations had expired.

Duffy criticized Gov. Tim Walz, saying these licenses were given to people who should not be driving big rigs on American roads, calling the situation “shameful.” In response, Minnesota’s Department of Vehicle Services acknowledged administrative errors and temporarily halted issuing CDLs to foreign nationals while launching an internal review and preparing an action plan.

Meanwhile, federal investigators are also examining CDL training centers in the state for potentially falsifying training data and failing to meet required curriculum standards. It remains unclear how many of these centers are out of compliance, as some may not be actively training students.
