Minnesota Law Enforcement Orders After-Action Review of Attacks; IACP to Examine Response to Vance Boelter Manhunt

On This Post

Minnesota law enforcement has called for an after-action review following the tragic attacks on state lawmakers, setting the stage for a detailed investigation into the events. The International Association of Chiefs of Police (IACP), a globally respected organization dedicated to improving policing standards, will lead the six-month review.

The inquiry will focus on the 43-hour manhunt that ended with the capture of Vance Boelter, whose violent spree claimed several lives and shattered community peace. Boelter faces charges in the murders of State Representative Melissa Hortman, her husband Mark, their family dog, and for the shootings of Senator John Hoffman and his wife, Yvette.

In a statement issued by the City of Champlin, Minnesota Department of Public Safety Commissioner Bob Jacobson commended the tireless work of DPS staff and local partners. “This after-action review not only represents Minnesota’s commitment to learning and improving but also to honoring the lives that were lost and forever changed because of one person’s horrific actions,” Jacobson said. The review will cover events from the first 911 call on June 14 through Boelter’s arrest.

Several law enforcement agencies have joined forces to fund the project. The Minnesota Department of Public Safety will contribute $210,000 toward the total $429,500 cost. The remaining amount will come from the Hennepin County Department of Administration and the cities of Brooklyn Park, Champlin, and New Hope.

Hennepin County Sheriff Dawanna Witt praised the unified response across agencies. “I’m proud of the coordinated effort from every corner of the Hennepin County Sheriff’s Office—from the 911 telecommunicators to deputies, detectives, and analysts,” Witt said. She emphasized that collaboration among local, state, and federal teams was vital to managing the crisis. “By participating in this after-action review, we’re ensuring that we continue to learn, collaborate, and enhance public safety for everyone we serve.”

The final report is expected to provide valuable insights to strengthen future crisis responses and guide law enforcement agencies nationwide.
